I think AndyMistral made a compelling case for Cartagena, but here are some other things you should know:
1) Economist Magazine identified Colombia as one of the traveler's hot spots. If it's good enough for the Economist, it's got be good enough for the show!
2) International tourism to Colombia has increased 25% in one year. Much of this is due to the new president who has created an amazing resurgence to the country. Cartagena is very safe and affordable.
3) Cartagena has been designated a world heritage site by UNESCO. Come see the Spanish castles, plazas and ports. It’s more authentic than Spain because it isn’t flooded with t-shirt shops and tourists.
4) Cartagena's real estate market is booming from Americans who are retiring to Colombia.
5) Cartagena is the most romantic in the world. Imagine horse drawn carriages going down cobble stone streets with colonial balconies hanging over the street. Gas lit lanterns light your way. Every few blocks spanish plazas with packed open-air cafes great you with the bustling social scene. People actually smile at you - speak with you - invite you into their homes and lives. I promise you that this city will change the way you view life.
6) One of the three largest carnivals in the world is in Barranquilla.
7) at Islas de Rosarios, they have sharks trained to do tricks like dolphins. I wouldn’t believe it if I didn’t see it. Bring national geographic with you!
By the way, I am a native New Yorker who has no latin heritage. So, my opinion is not biased by my background. My wife is from Cartagena and would be happy to show you and your staff around. I could go on and on about places to see and things to do... Overall, this is not a run-down country as many movies have portrayed it, but it is an elegant, stylish and warm country that is waiting for you!!

I totally agree that Cartagena is one of the most romantic cities in the world. This Colombia travellers guide has some good tips on Cartagena and lots of other destinations in Colombia too.
