If you are poor you cannot always add saffron to paella. The maid told my mother to add a tiny bit of yellow food coloring.
But you should..a pinch off saffron once all seafood goes into broth.
Another element is sweet smoked paprika.
Add at the same time.. a pinch or more.
this is added flavour.
Not every one has fish, shrimp or lobster broth.
But for god sakes if you have it..it will make your paella so much better.
But nothing beats adding fresh small squid at the end
